GATE-COM-001 / SOURCE CONTROLLED
Digital modernisation pricing-readiness gate
Use before approving a delivery estimate or request for quote. It tests whether scope, architecture, quantities, acceptance and residual risk are controlled enough for the proposed price mechanism.
Minimum controlled artifact set
| ARTIFACT | MINIMUM CONTENT | OWNER |
|---|---|---|
| Outcome brief | Problem, users, policy/value, measures, constraints | Service owner |
| Current-state inventory | Information, apps, workflows, integrations, identities, volumes | Technical/information owners |
| Requirements baseline | Prioritised functional and quality requirements with sources | Product/acceptance owner |
| Options record | Viable architectures, trade-offs, rejection reasons | Architecture owner |
| Delivery model | Work packages, dependencies, responsibilities, schedule | Delivery owner |
| Acceptance model | Measures, tolerances, personas, evidence, signatories | Acceptance owner |
| Estimate basis | Quantities, effort, rates, ranges, contingency, confidence | Estimator/commercial owner |
Unknowns and assumptions register
| ID | PLANE | STATEMENT | EVIDENCE/TREATMENT | OWNER/DATE |
|---|---|---|---|---|
| U-001 | Migration | Legacy form count and remediation class | SMAT + representative inspection | Migration owner / gate date |
| U-002 | Identity | External-user population and assurance | Directory sample + identity spike | Security owner / gate date |
| U-003 | Integration | Nightly export is authoritative | Trace producer, consumer and exception path | Data owner / gate date |
Classify each as observed, assumed or unresolved. Resolve, prototype, bound, allocate or exclude; never silently convert an unknown into fixed scope.
Outcome, scope and requirements gate
- Outcome and measurable value are named independently of platform.
- In-scope and out-of-scope users, journeys, information, locations and lifecycle states are explicit.
- Functional requirements include exception, correction and administrative paths.
- Quality requirements cover accessibility, security, privacy, reliability, performance, compatibility, maintainability and portability as applicable.
- Priorities, requirement sources, conflicts and approval authority are recorded.
- A change-control baseline exists without preventing iterative refinement inside agreed tolerances.
Architecture and dependency gate
| BOUNDARY | REQUIRED PROOF | BLOCKER |
|---|---|---|
| Platform fit | Options compared against requirements | Product selected only by preference |
| Information | Sources, ownership, quality, retention, disposition | Unknown authoritative record |
| Identity/security | Personas, trust boundaries, isolation tests | Unproved external access model |
| Integration | Interface, volume, failure and ownership evidence | Uninspected critical dependency |
| Migration | Inventory, transformation, reconciliation, coexistence | Storage total used as full scope |
| Operations | Support, monitoring, recovery, release, exit | No accountable operator |
Acceptance and responsibility gate
- Each deliverable has objective acceptance evidence, tolerance, reviewer and decision time.
- Critical user journeys include positive, negative, exception and accessibility tests.
- Migration acceptance distinguishes reconciliation, integrity, permissions, search and business usability.
- Buyer, supplier and third-party inputs are assigned with dates and consequences.
- Licensing, environments, data access, test participants and authoritative decisions have named providers.
- Warranty, defect, change and new-scope definitions do not overlap ambiguously.
Estimate construction and confidence gate
| WORK PACKAGE | QUANTITY/BASIS | LOW / LIKELY / HIGH | CONFIDENCE | DRIVER |
|---|---|---|---|---|
| Representative migration unit | Scanned objects by remediation class | Effort range | High/medium/low | Data quality, versions, permissions |
- Include analysis, quality, release, operations transition and management as separate effort rows alongside build effort.
- Separate labour, licenses, consumption, expenses, buyer effort and third-party charges.
- State currency, GST, rates, escalation, validity, schedule and capacity assumptions.
- Explain contingency causally and calibrate with completed comparable work where available.
- Version the estimate and retain variance evidence at the same work-breakdown level.
Price-mechanism decision
| CONDITION | CANDIDATE MECHANISM | CONTROL |
|---|---|---|
| Defined repeatable output | Fixed price | Fixed scope, quality, acceptance and change rules |
| Bounded learning objective | Fixed-price discovery/spike | Timebox, questions, evidence deliverables, stop decision |
| Material unresolved complexity | Capped time and materials | Burn visibility, ceiling, stop/replan points |
| Shared cost uncertainty | Target cost/incentive | Open-book basis and gain/pain rules |
| Progressive confidence | Stage or option contract | Independent gates and no automatic full-build commitment |
Gate decision, evidence pack and cadence
Record PASS, CONDITIONAL or FAIL for each gate, the evidence URI, reviewer, date and expiry trigger. Overall outcomes are: release the proposed price mechanism; narrow/split scope; commission discovery or proof; change commercial model; defer; or stop.
Retain inventories and scans, workshop evidence, requirements, quality model, options, spikes, risks, assumptions, work breakdown, estimate calculations, responsibilities, acceptance, commercial rationale and approvals.
- At request release: confirm comparable and accessible bidder information.
- Before contract: rerun all gates against final clarifications and terms.
- At each stage: rebaseline only through controlled evidence.
- After completion: compare estimate and actual by work package and update reference classes.
Passing establishes decision readiness. Cost, schedule and platform remain conditional on the recorded assumptions. Procurement rules and legal advice must be applied for the buyer's actual jurisdiction.
